The current town council appears to have been in power for ever.... surely, there must be some younger people who care enough about the town to pick up the baton, rather than more old farts like me!

Would be good to get a decent representation of all age groups on the council. Unfortunately it seems like apathy has ruled in the past - a lot of the current councillors were elected unopposed!

I read in the paper today that a new councilor was "opted-in." What does that mean and if someone is opted-in I presume they were not elected by the local residents? If they weren't elected by the local residents then who do they represent? Themselves? I am confused ヽ(•́o•̀)ノ

If enough residents demand it, then there can be an election, but the usual route is to ask people to apply for the post, upon which a vote is taken by the Council. Read into that what you will.
